Samtökin skora á Alþingi að tryggja helbrigðan rekstrargrundvöll fyrir Mannréttindaskrifstofuna svo hún geti áfram tekið þátt í samstarfi AHRI-samtakann og unnið að eflingu mannréttinda á Íslandi og alþjóðlegum vettvangi.
Resolution of the Assembly of the Association of Human Rights Institutes (AHRI)
The Assembly of the Association of Human Rights Institutes (AHRI), meeting in Galway, Ireland on 2 October 2005, expresses its deep concern at the endangered financial basis of our partner institution, the Icelandic Human Rights Center.
The Center is involved in several networks coordinated by, or including the participation of AHRI members. The Assembly stresses that cutting the Center’s funding completely in the 2005 Financial Bill / Budget, without prior warning or negotiations, has gravely undermined the Center’s capacity for cooperation and casts serious doubt on the willingness of the Icelandic authorities to support an objective and independent analysis of its human rights performance.
Having to apply on an ad hoc basis for funding from the Ministries of Justice or Foreign Affairs, has clearly deprived the Center of the necessary independence, especially in terms of such functions as commenting to Althingi on draft legislation and preparing shadow reports to international human rights monitoring bodies.
We call on the Althingi to respond to this challenge by reinstating a healthy financial framework for the Icelandic Human Rights Center, without strings attached, to ensure the Icelandic Human Rights Center’s continuing cooperation with the AHRI-members, and our common work to ensure respect for and promote human rights both in Iceland and abroad.
