Background

Abuse of human rights often leads to conflict, and conflict typically results in human rights violations. Violations of human rights are often at the centre of wars and repression of such violations is crucial to conflict resolution.
During the last decade there has been an increasing number of peace operations deployed in areas of crisis where violations of human rights represent a dramatic and permanent threat. The troubled environment in which these operations take place and the developing and growing tasks to be performed by the field officers to protect and promote human rights highlight the need for appropriate training programmes.

Objectives

·         To understand the basic framework of International Human Rights Law (including non-treaty based standards), in particular those rights that are more relevant to the socio-political situation of the area of deployment;

·         To be familiar with the concept of 'human rights' and be able to identify and differentiate between civil and political, as well as economic, social and cultural rights;

·         To be familiar with human rights legal provisions related to specific categories of individuals: refugees and internally dispersed persons (IDPs), minorities and indigenous people, women, children, disabled people;

·         To understand the nature and objectives of HR monitoring;

·         To understand the monitoring cycle and the core principles of HR monitoring;

·         To be familiar with various typology of monitoring (conventional, extra-conventional and peace-keeping/HR field operations);

·         To be able to use fact finding techniques

·          To learn how to organise and present Reports;

·          To acquire basic tools for creating and organising HR education programmes;

·         To understand the scope and methods of building national human rights capacity, including legal reforms.

 

Methodology

The course will comprise of interactive lectures, group activities, simulations, practical sessions and case studies. Partecipants will be ask to contribute developing case studies drawing from their own experience and work context.

Participants

The course is designed for civilians who are and/or will be involved in situations of crisis management. Those with experience in conflict situations are particularly encouraged to apply.

Travel, Accommodation and Living Expenses

Participants are responsible for their round-trip travel costs to and from Nice airport, France, and for living expenses.
The course fee is inclusive of transportation from and to Nice airport, tuition, documentation, lunch and coffee breaks on working days, diploma, group photo and the possibility of using the library of the Institute and its technical facilities (Internet, wi-fi).
