2007 Advanced Training on International Humanitarian Law

The Program on Humanitarian Policy and Conflict Research, in partnership with the International Committee of the Red Cross, is pleased to announce the dates for the fifth annual Advanced Training on International Humanitarian Law. To accommodate increasing interest, two separate sessions will be offered in Summer and Fall 2007.

The training program is tailored to meet the needs of policymakers and practitioners in addressing humanitarian crises. Similar in format and scope, both sessions will offer operational training and instruction on the law, plenary debates and policy discussions on key challenges to IHL, as well as working group sessions, simulations, and case studies.

Core instruction will be provided by the host organizations, with additional presentations by guest speakers. Select topics will include:

§ Introduction to IHL and its implementation, monitoring and enforcement

§ Distinction between civilians and combatants

§ Peace operations and the law

§ The Global War on Terror and applicable law

§ New actors and technology

These advanced trainings are addressed to mid-career professionals concerned with the role of IHL in the work of governments, international organizations and humanitarian non-governmental organizations operating in conflict zones. Participants are expected to have prior professional exposure to the application or theory of international humanitarian law, and the organizers welcome inquiries from members of the UN, NGO, diplomatic, academic, judiciary, media and military communities.

The first session will be held in Cambridge, Massachusetts from July 16-20, 2007. The second session will be held in Brussels, Belgium from September 10-14, 2007.

The deadline for application to the Cambridge session is April 27, 2007.

The deadline for the Brussels session is July 7, 2007.
